High above NYC on an apartment building roof, a voyeur stalks a woman on a penthouse terrace using his camera as a weapon. Taking place high above the hustle and bustle of NYC's busy streets around the roof of a multi-terraced Greenwich Village Co-Op building, TOUCH, deals with the false sense of privacy held by the dwellers of high unit NYC apartments. Ryan, an insurance inspector with a hobby for photographic voyeurism is working on top a NYC roof inspecting the water tower, when he spies Cindy down bellow on her terrace. Cindy unknowingly engages Ryan in a game of cat and mouse, with Ryan going to extreme measures in order to continue photographing her. Finally Cindy realizes she is being watched and gives Ryan a surprise of her own.
